Open
Paint Shop Pro7, and the image you came to produce (the catavento,
still in the PSP native format), press the keys SHIFT + D to
make an exact copy from the image.

Using this
copy, select the 'catavento' (and barely it ) and, with the
Deformation tool in hands, rotate lightly to the right side.
Click 'OK' to apply, and make a copy from this new image.

With this new "rotated" image activated, repeat
the operation above, rotating the image lightly to the right
side, and making a new Copy from the result.

Redo the previous operation until you obtain three or
four 'rotated' copies (maximum) from the image - more copies
will not be necessary.

Use the command
"Export Gif" of your PSP (keeping reserved and opened
like this, all these images in the native format '.psp', for
eventual future editions), and name (when saving), each image
in a way to easy identify them, as 'catavento1', 'catavento2',
etc.

Click on File/
Jasc Software Products/ Launch Animation Shop to open.

With the AS opened press the keys SHIFT
+ A to open the "Animation Wizard" - follow the steps,
selecting the indicated options for each screen that will open,
clicking in "Advance" at the end of each action:
(by the order) - " same size as the first image frame/
transparent/ upper left corner of the frame - with the canvas
color/ yes, repeat the animation indefinitely - 50".

On the next
screen click on "Add Image" and, locating the images
you want (your gifs 'catavento'), select every image at the
same time, beginning from the last one toward the first one
(Catavento3, catavento2, etc.) To do that just press the CTRL
key
while selecting the
images. At the end, click on "Advance" and "Finish"

At this point
your images will be opened in the AS, in the sequence indicated
by you, frame after frame. Click on "View Animation"
to visualize the movie.

If you want
to change the 'delay' between the frames, click in 'Animation
Properties' to set the new amounts of time. If you want to alter
somewhat inside the image
presentation itself,
returns to the PSP and, seeking the image in question (left
there by you exactly for this purpose) edit it and export it
with the same name, to the same place from the previous one,
doing like this the images substitution.

Works enough and without haste until you obtain the result that
will pleases you. Alternate between the two programs as much
as you need to make your 'animation' looks nice. Never forget
to keep a copy from every image in its native format to make
yourself able to edit them all as you like without having to
see any image 'jumping' in the screen, after 'animated'.

Select all
frames and save your file ("Save as"), with the ".gif"
format, naturally

Be inventive!
Do everything that your curiosity commands you, exploring as
much as possible what the softwares on your PC can offer to
you.
