Open
an image (250 x 250), white, 24 bits.

Fill the image with a color of your preference - light
colors result in better effects.

Click Effects/Noise/Add
and apply 95% - Random.

Click Effects/Geometric
Effects/Wind and apply the configurations:

Click
Image/Rotate/Right/90° and apply.

Click again
on Effects/Geometric Effects/Wind and apply the same previous
configurations. You will rest with a similar image as this one
(optionally, at this point, you already has a very stimulating
ready for use pattern - it is enough to go straight to the item
"9" to eliminate the image borders and define some
more suitable and smaller dimensions for a pattern like this
- do that, reserve, and returns to the previous image to continue
with this exercise):

click the image
to see the tile applied, at this time

Click on Effects/Geometric
Effects/Pixelate and apply as shown on the screen below.

The
obtained result will be extremely light, quite imperceptible.
To give the image more definition, and bring it up, click several
and continued times on Effects/Sharpen/Sharpen More. To obtain
the below result apply the effect four continued times.

With the Selection/Rectangle
tool, find an area for cut inside the image to define a tile
- and click on Image/Crop to Selection.

Save the resultant
tile and bring it to the 20/20 program
to carry out a Muted
Background. Take a look bellow to see the resultant
tile, worked individually, and click the image to know how it
looks like after applied:

And
here, a bit more samples of how you will be able to obtain patterns
simply modifying its initial fill colors, and impressing to
it some other image treatment modifications, under the 20/20
program, as by the use of the "Invert" command and
"transparency". Fill your initial canvas with "gradients"
to obtain very interesting results... and do not forget the
plugins, naturally found in Paint Shop Pro. Well... but that
is another history...
