Open
a new image (300 x 300), transparent, 24 bits.

Set any color in the foreground and 'white' in the background
in the colors palette.

With the Preset Shapes tool choose a star (star2, for
example) /Antialias/ Line width 10 and, pressing the Shift key,
draw your star, taking care to not leave it very large.

Select the star and apply a Gaussian Blur with Radius
4, more or less (or as you want).

Apply Inner
Bevel, by example, with the settings: bevel 2/ 2/ 100/ 5/ 0/
15/ 327°/ 59/ 23 - color white - look the graphic:

Cancel the selection
and apply a Twirl (Effects/ Geometric Effects/ Twirl) with 125
degrees (or other).

Select the
star once more and apply a Drop Shadow (for example: 90/ 10/
0/ 0 - color black)
2nd. STEP
1
"Copy" this image. Open a new image, a little
bit smallest than the previous one, and "Paste as New Layer".

Use again the
command 'Paste as New Layer' - another identical image will
be placed over the previous one, on its own layer. Click on
'Image' and make a "Resize" of 95 in both "Percentage
of Original" fields. Uncheck the field "Resize all
layers" always for this exercise.

Use the command
'Paste as New Layer' once more - the first image will be placed
over the others. Click again on 'Image' and make a Resize with
90, this time, always unchecking the "Resize
all layers" field.

Repeat the
operations "Paste as New Layer" and "Resize"
until you like the results (always diminishing the resizes to
80, 70, 60, 50 etc.) Repeat the last resize you did for the
final touch.

"Merge
visible layers" and "export Gif".
ATTENTION:
If you intend to use this image to produce an
'animated Gif', maintain a copy of this file in its native format:
".psp" - in "Layers Palette' make visible only
the image of the 'catavento', without the background, and use
the command "merge visible layers" only in that moment.
Reserve a copy from this file to use in the next steps:

from item "5" , and stop editing.
